I don't think locking an account upon request is worthwhile. On its own it stops nothing and really just encourages someone to start a new account and then have multiples. At the same time, I can see that if we did not do it, then someone could just go feral, and we would lock it anyway. Maybe something like 6 months without socking would be a good start to even being to consider your request. I would advise you to stop all distruptive activity and evasion of your global lock for something like 6 months or so and then, provided you address the reasons behind the block and can convince the local admins in the wikis you wish to contribute in to unblock you (as I assume you'll want to contribute to eswiki and the like).
