According to policy, there is no TEMPORARY status of checkuser. Either there are already checkuser on a project and these people must be asked to do the checkuser. Or there is nobody and a steward must do it. Giving a temporary status to anyone just simply asking it to a steward, with no agreement from the local community is against the checkuser status rules. Giving it with no request mentioned anywhere is even more problematic. Breaching these rules should imply removing the status of the steward if he can not be trusted to follow commonly accepted rules. If any one has a problem with this rule and wish that from now on, checkuser status be given to anyone without any community discussion, he must have the current rules changed, not breach them. This is similar to inviting immigrants home to participate in an election. All active users voted on time, except Bonaparte. The reason I set the deadline so tight was so that Bonaparte would not have time to spread word to non-mo.wikipedians, as he has done with every vote and issue so far. Seeing the recent heavy vandalizing at av: I'd propose to give Monarch79 admin rights untill the New Year or at least untill autumn. I request temporary admin rights on the Wikipedia Incubator and the Wikimedia Meta-wiki because of moving the test-wp pages to the Incubator for several reasons:

• the test-wp pages on Meta have already been moved, but new ones are coming here - instead of Incubator. This needs to be solved quickly (eg. move the pages and delete them from Meta) because of growing mess.
• on Incubator, there has been a new proposal to change the name formats of the testwikis, and several testwikis have already moved; there's a need to unify the name formats and delete the useless redirects
• there are some pages in the deleteme category in the Incubator
• the only current admin of Incubator is Brion, who stated he doesn't have interest in the Incubator issues.

I would like administrative privileges at the newly-created Vietnamese Wikisource (vi:). My username there is Mxn. I was granted admin status at the Multilingual Wikisource some time ago due to my knowledge of Vietnamese, and since the Vietnamese pages there are being moved to the Vietnamese Wikisource, I would like the ability to customize interface messages and delete pages as necessary. There aren't any admins or active contributors at the project yet, and there weren't any active contributors to Vietnamese-language pages at the Multilingual Wikisource, so there hasn't been a vote on my request yet.
