Suppose however that the content is written in VoiceXML or a comparable format designed to control auditory presentation. Surely the same requirement should apply, for the benefit for example of users who are deaf. Proposed Change: Generalize this criterion so that it is not modality-specific, i.e., not limited to visual presentation.
