more detailed timing for interactions in video

Currently timing for interactions in video to appear and disappear can be set in seconds. In most cases this is not detailed enough, can it be changed to set in tenths of seconds (e.g. 01:30.10 seconds).

There are no current plans to extend the timing to include tenths of seconds.
I do not think it is even possible since the time we get from the HTML5 video player is in seconds: http://www.w3schools.com/tags/av_prop_currenttime.asp

This might be something we could look into if we see several users needing this functionality. Another option is that you or someone else implements this. Or, you could contact Joubel, which offers professional H5P services.
