Drupal 8 accessibility bug priorities

As we are all aware, Accessibility is a bit different than other components of Drupal as far as bug reporting goes. With some components a particular task or feature can be said to work, or not. For example, if something regressed and the "Save" button for nodes suddenly stopped working (doomsday apocalypse) it would be pretty clear that this would represent a critical bug. With accessibility the critical nature of a bug is much less clear. A situation that may make a function or module completely unusable for one group of users might be unnoticed by another.

Project Quality Metrics System

Abstract
I will create a system to measure the quality of the contributed projects on Drupal.org, so site administrators can rapidly make informed decisions about the health of a contribution. The system will integrate with current infrastructure and use several criteria to assess the quality of each project.
