I'd like to see more on this topic as CBT/WBT can mean different things to different people. From an instructional design point of view, creating content in the form of Drupal Book entries is already a capability used throughout Drupal.org. However, it is not an ideal way of presenting training -- and ther is no current way of assessing student achievement.
Perhaps we should take elements of one or more popular LMS available (Moodle, for example) and ask, what fetures are overkill for our purposes and what features are absolutely critical.

I think you should take a hard look at the SCORM CCK module and note some of the progress being made there. They have basically ported the Moodle SCORM player to Drupal and added uploading through CCK. The player actually collects information about use but in a single activity table in the DB that will fill up quite fast as each time a course is accessed many, many events are recorded.
At any rate, I can certainly confirm that a number of commercial enterprise organizations would be very excited about a stable and well thought out solution.
