Unless I am missing something the Advertising module is completely useless, unless of course you want lots of advertising on your site that you don't charge you users anything for then it's great. Anyone know of a module that allows you to charge for time or number of impressions on a banner ad. I really don't understand the point of having advertising if you don't get any revenue for it.

Why are YOU not charging? The Ad module displays your Ads. It is not your marketing tool that also handles advertisement finance tracking.
All the same, it will show you how many Impressions, Clicks etc an Ad is receiving and if the clicks are duplicate, valid Ads etc.

So, how would you charge? Decide on types of paid Ad's you have eg:
Frontpage: Flat rate say per week
Content Ad's - 100ドル per 1000 impressions (Just an example)
Click Ad's - $ .10 per click

I understand how to charge for advertising and I DO want to charge for advertising. What I don't understand is why it is so hard to have an automated solution for banner advertising. It would be nice if the user just uploaded the ad and then the moderator viewed the ad for moderation purposes and then processed the order and it would run for the amount of time the customer pays for. Low maintenance is the end goal. It would also be nice if the ads were renewable once they expired, i.e. you could pay for them again with a different package. I haven't found a way to do this since the Ad Module doesn't integrate with Ubercart or E-Commerce.

Hey, I was just getting ready to sit down and write an interface for this, was wondering if you've made any progress with it already that I can build upon.
I'm curious too
I suppose the key it to sort out how to integrate with something like Ubercart. Honestly, I have not yet started to dig into this module to understand its workings but am wondering how anyone else might be approaching this. I'll report back on my findings as well.
