Porting Backdrop's layout system to Drupal?

Backdrop (a new CMS that is a Drupal 7 port with added Drupal 8 goodies) has an interesting new layout system. it's one of its attractive features.

I'm curious if this feature could be ported to Drupal.

Technically it was ported -from- Drupal 8.

As I understand it (from the outside) it was being developed for D8.
Then it was dropped/postphoned for D9 because they figured it would delay D8 too much.

Drupal 8's layout initiative is alive and making things!

So, while the Drupal 8 initiative to bring Panels-like functionality into Drupal core ended up not getting that much in, we did get some stuff into core! And we're leveraging it in contrib for Page Manager, Panels and CTools. This meta issue has information about the current plans and work:

And in Drupal 8.1.x, 8.2.x, etc we're going to try and progressively move more and more of what we're working on in contrib into core.

That said, the user interface of what Backdrop did for layout is really impressive, and we have an open issue to copy what they did for Page Manager in Drupal 8:
