Interesting—actually, I'm pretty sure you just caught a bug in groups.drupal.org
Needs to be updated.
As they have updated the blocks layout section again. And that sidebar with search functionality is gone. And i am following your post but my block isn't showing up on blocks layout page. Clearing Cache didn't showed any error as well. (cleared with drush command in terminal)
