how we can Force membre to add new content by default to current (open) Organic Groups.

I believe you're looking for the og_extras module. Once installed, you should be able to drop a block into the current node's view page by installing and enabling the panels and pages manager modules and enabling the node page. I actually use the panelizer module to customize the content type I want to add custom blocks to.
