When I brows the module section at drupal.org, I always see most downloaded module at the first page. There should be a rating system for modules. It could be divided as
1. User interface
2. Functional Design
3. Functional Support
.....
...
and so more

Heavily debated subject!
This has been a heavily debated subject over the years, I'm sure a google search will turn up relevant discussions. For the moment have you checked out http://drupalmodules.com/ - that has ratings.
