Hi Ramin, im not a windows user so I havent done it myself, but ms offers an Acquia Drupal installer and you can easily mess around with PHP apps using webmatrix.

For a production web server, you may want to install each part of the stack yourself:
http://drupal.org/documentation/install/windows

otherwise for development only it may be easier to install one of the pre-built win-drupal stacks: http://www.microsoft.com/web/drupal/
