Do you support the use of a two stage process (screening and technical review) to facilitate using multiple people for reviews?

I voted yes to this, although in practice it is already happening to some degree. A casual glance at many of the partial reviews in the queue shows that multiple people are performing different steps. Some people are checking for dupes, licencing etc, while others are delving straight into the code.

What this would appear to propose would be making it a "formal" process to have multiple reviewers for the different stages, of which I would possibly lean against.
