We will need to let users tag all questions they ask, so we will need to come up with a good starting list. Good synonyms, and terms that make sense to newbies.

Instead of a separate entry for themes & modules, this should probably just be "project". Drupal distributions are gaining more traction and there very well may be installation profile-tied questions such as to hostmaster (Aegir).
