Do you need just *two* languages (e.g. your local language and English) or "multi" language capability?

From a developer point of view, writing add-on modules which only have to deal with two languages can be a lot simpler than having to deal with a large (or even "infinite") number of languages. Or, it might be possible to handle a large number of languages but performance-tune for just two languages. It depends on a lot of factors of course, but it's useful information to have, IMO.

This is a function that allows users to select a local language or English ?

Can't you just set the English language content to "no language information" and then set preferences to show chosen language or no language information content?

I'm not sure what your question is! To get non-English languages working in Drupal you need to activate the "locale" module. To have a multi-language site you need to install and activate the i18n module (or other similar module.)
