It's how the browser interprets the cookie domains.

The issue is that if the server first says "set cookie for .domain.com" and later asks "give me cookie for domain.com" (notice the missing . in front) then it's up to the browser whether it returns that first cookie or says "I have no clue".

See this post: http://groups.drupal.org/node/5912

Edit: Err.. wasn't all I intended to link to, it can also help to just set the cookie domains to blank.

Try clearing the cookies in your browser, the problem is usually that you're logged into Drupal and it therefore ignores login requests originating from phpBB.
