CS build failure is unrelated to this PR.
As for the Test failure on PHP 8.4 - looks like prefer-lowest is not going to work without some additional tweaking. Basically for running PHPUnit 9 on PHP 8.4, we need a minimum of PHPUnit 9.6.21.
