Summary: Upgrade hydra and kratos to the latest v2 and v1 releases respectively

This upgrades hydra to the latest v2 release and kratos to a v1 release. In order to address the breaking changes from this migration, the following changes were made:

• Updated Hydra and kratos to use separate databases -- this was always recommended but didn't cause issues until this upgrade
• Moved the ory service config manifest into the cloud_deps deployment step. This is related to the aforementioned point
• Upgraded the hydra and kratos images to use Go 1.24.6 to address a new security vulnerability since Add Pixie hydra and kratos images to fix security vulns (upgrade Go and vuln deps) #2244

• Followed the self-hosted cloud deployment instructions and verified that the Cloud release checklist steps pass
• Existing unit tests pass
• Verified the new images no longer have critical or high vulnerabilities
