This enables building extensions that require re2c lexer generator. In testing and probably needs few more adjustments.
Additionally, the ext/pdo headers are installed with a bit extended set of headers (pdo_sql_parser.h and php_pdo_int.h) for using them in other pdo extensions.
Edit: I've split the bug fix and the enhancement into separate PRs.
