P2 gate complete on head fc82cad7dab430eb3b7be754c8b7f77ccb1c8147.
Final diff vs P1 e1045eb6c4c2c0899395c57c9ca2a01e1f7c352b: 5 files changed, limited to FAT header presentation + regression guards.
Final CI:

34008026276), including solution build, regression tests, portable publish and smoke test. - Validate IO List Testing #798 — success (run
34008026269). - Validate SV evidence bundles #1023 — success (run
34008026300).
P2 behavior:
- Reuses P0 primary/secondary header rows; no new lifecycle/dispatcher hook.
- Primary operational actions remain primary; Preview / Sync / COMTRADE / Clean FAT / SNTP status remain secondary.
- Visible labels/counters are compact; full SNTP, time-sync and COMTRADE detail remains in tooltips.
- No FAT grid schema, virtualization, protocol acquisition, evidence capture, Command Panel, Static DataSet/RCB or ARIEC61850 behavior changes.
Bench artifact from Build #1925: ARSAS-win-x64-portable-single-exe (artifact id 9981614755). PR remains draft and MUST NOT be merged until physical relay bench confirms header readability and action/evidence behavior.
