Adds a basic Dependabot config -- weekly checks for npm dependencies and GitHub Actions versions, capped at 5 open PRs each. Nothing opinionated beyond that (no grouping, no custom commit prefixes) -- happy to adjust to whatever conventions you'd prefer.
