Refactored fs.readFileSync calls across @expo/cli, @expo/config-plugins, and @expo/prebuild-config to pass the 'utf8' encoding directly as the second argument instead of chaining .toString() on the returned buffer. I also cleaned up some redundant .toString() calls in test files where 'utf8' was already passed.

🎯 Why

In Node.js, calling fs.readFileSync without an encoding returns a raw Buffer. Calling .toString() on that buffer creates an intermediate buffer object that is immediately garbage collected. Passing 'utf8' directly to fs.readFileSync tells Node.js to decode the file natively and return a string directly.

📊 Impact

This is a clean micro-optimization that avoids unnecessary intermediate Buffer memory allocations before converting to string. While the savings per-call are small, it slightly reduces garbage collection overhead and memory spikes during heavy I/O operations (like syncing or parsing multiple files).

All unit tests in @expo/cli, @expo/config-plugins, and @expo/prebuild-config pass correctly, ensuring that the return values remain perfectly consistent. Memory profiling during operations involving these functions would show fewer temporary Buffer objects being allocated.
