Passed 'utf8' directly to `fs.readFileSync` calls across `@expo/cli`, `@expo/config-plugins`, and `@expo/prebuild-config`. This avoids creating unnecessary intermediate Buffer objects and then calling `.toString()` on them, which saves on memory allocation. Additionally cleaned up test files where `.toString()` was redundantly called on results already parsed with 'utf8'.
