Update ROCm stack to v7.14 - #10316

Summary

Fixes #9473.

Update ROCm to v7.14.

Test Plan

• llama.cpp builds and runs fine under both ROCm and Vulkan backend.
• pytorch ROCm backend builds and runs fine.
