This adds a CI job that checks if a release is pending, and fails if your PR contains changes to any package.json as this often leads to conflicts when gitflow merges from master > develop.

This is obv. not perfect as it checks this at PR creation/change time, so if you start gitflow in the meanwhile this would not capture this. But still, it may avoid some headaches I figured when this captures something. 🤔
