Introduces experimental APIs for setting and getting annotation rotation, and for creating, modifying, and querying Measure dictionaries on annotations. This includes support for number format arrays, conversion factors, unit labels, decimal/thousands separators, label positions, and origin/cyx values, enabling advanced measurement annotation features.
