Removes the legacy token path now that every session carries a full-length token.
Two commits: the migration was written by an agent, the application change was
human-authored with agent assistance.
This pull request exists to exercise Diffport end to end. It deliberately contains a
destructive migration with no down-migration, which should score as high risk.
