Update project-initializer.test.ts - #1545

• Inclusion of Debugging Support in Project Initializer Test
  The development team has created a launch.json file inside .vscode directory. This file plays an essential role in assisting during the debugging process, providing a preset configuration to ease workstream initialization while conducting tests.

I have added test for check of launch.json file during initialization of booster project.

Hi @Virajjai this is a solo test but you are not adding any feature on this PR. When I generate a new project, the file .vscode/launch.json is not being generated. Could you add the proper feature?
