Great. I think this sandwich of "Action-animation-fill the details of the action sandwich" can really work for this kind of how-to-use the interface of a program explanations, cc @canchebagur @mcmchris

What This PR Changes
Adds 'Library Management' section for the Programming Introduction with Arduino PLC IDE tutorial. The new section briefly explains how to properly add libraries inside the PLC IDE environment.
