What This PR Changes

Adds Arduino PLC IDE Setup and Board's License Activation tutorial symbolic link for Opta and PMC. Reaccommodates the tutorial's directory.

@jcarolinares, as we have briefly discussed, the tutorial content directory has been re-accommodated and the symlinks for Opta and PMC based on PLC IDE Setup and Board License Activation are live. Please have a look at it!
