Hi @aGodFire. Thanks so much for your interest in contributing to the localization of Arduino IDE, and for taking the time to submit a pull request.
The translation work for this project is done exclusively on Transifex:

The files under the i18n
folder in this repository are automatically generated from the data on Transifex, so any changes made directly to the files here would only be overwritten on the next sync.
For that reason, I can not accept this pull request, but please feel free to contribute any translations via Transifex. ❗❗❗ However, please be aware that, although we do accept such translations, due to a technical obstacle we are not actually able to use some of the translations the Arduino community has so generously contributed, and unfortunately that includes Hebrew. There is a detailed explanation here:

In the Hebrew translation file, there were many missing translations, I added them.
