An alternative release procedure document was created internally. It is simply not realistic to maintain two copies of the document and in fact this one is already outdated. The other document is the one that has been receiving maintenance, so the unmaintained one must be removed. Although it would be ideal for this information to be available in the public repository, the reality is that very few without access to the other document would actually have a use for the information. So I don't think the lack of availability is of much concern.

I would prefer having the steps publicly available next to the code but OK.
