- Replace "old Arduino IDE" with "Arduino IDE 1.x". "Old Arduino IDE" is ambiguous.
- Insignificant case correction in URL

Added references to Arduino IDE 2 in README and issue template, resolving arduino#11977 and arduino#11980.

Closing as obsolete due to the issue having been successfully resolved via #11987
Fix the issue "Please update README and issue template to mention Arduino IDE #11977" by adding a "Notice" stating that the repository is for the old Arduino IDE and is no longer actively developed, directing users to the new IDE's repository. Modified the Bug Reports section. Updated guidance for users to check whether their issues pertain to the old or new Arduino IDE before submitting.
