This PR seems to include the BinaryView GDB changes from #50662 in addition to the Ubuntu 24.04 migration. Could you rebase or clean up the branch so the diff only contains changes related to GH-50666?
It would also be good to review the PR diff before opening future PRs to catch unrelated changes like these.

Rationale for this change
This PR updates the source verification jobs to use Ubuntu 24.04 as requested in GH-50666. It also removes obsolete Ubuntu 22.04 verification jobs and eliminates the temporary Miniforge workaround where it is no longer required.
