Adjust config for eval_backend_perf, add BaseRunner and BaseBackend
根据 #607 设计的方案
修改了输入,创建了两个基类
(或者,BaseBackend应当是Protocol的形式,不应要求显式继承?)
也调整了现有单测,匹配现有逻辑。后续继续迭代
