Summary
Adds Vietnamese interface localization to OpenMouse.
Also routes a few user-facing strings through the existing i18n layer:
Some commonly used technical terms are intentionally retained in English where they are more familiar in Vietnamese technical usage, including Polling rate, Report rate, profile, receiver, DPI, Firmware, WebHID, RGB, Debounce, Angle snapping, and Lift-off distance.
