Imported scanner class and created a scanner class object to take command-line argument.
Added another approach(method) to check if a number is a power of 4.

Hi @surajpattanaik can you do little code formating - ctrl+shift+F should do in Eclipse. Adding single line comment with // (double slash) is preferred rather than using multi line comment.
