Synced CLI VERSION constant with package.json

Bug Fix

• Fixed schema path mismatch: scan and report commands now correctly read AI tool data from attestation.ai.tools (the current ai-attestation v1.0 schema) instead of the nonexistent attestation.tools top-level key. This fix resolves the issue where scan always reported zero emissions despite valid attestation data.
• Also reads range.commits and repo.name from the correct nested paths.
• Maintains backwards compatibility with legacy flat schema layouts.
