Reverts #873

This is a nice addition but it's broken:

The " go-backend/input_methods/rime/data" submodule is missing. The "data" folder is currently empty.
Breaks github actions CI.
Include a "rime.dll" binary file without providing source or the way to build it. (This could cause license issues)
