Add a cross-platform replacement for azure-deploy.sh
azure-deploy.sh has been replaced with a cross-platform node script.
Now that the cross-platform node script is being used, it should no longer be necessary to only run it on WSL or Linux.
Replaces another shell script, and fixes azureSQL in azure-deploy.mjs
Will be using AZD to make the project deployable from any platform

This creates a Node.js script to replace
azure-deploy.sh
, which means this can be deployed on regular Windows as long as the Azure command-line tools are installed.WARNING: I haven't tested this yet! I am not running this on a machine I can install the tools on. I have checked to make sure the syntax is correct, but not the exec() calls. Please test this before merging.
