Add Konsole - #3889

Adds Konsole, KDE's terminal emulator.

This is an unofficial build. Upstream ships Flatpak, Snap and distro packages but no AppImage, so this repackages KDE neon's binaries without modifying them. Not affiliated with or endorsed by KDE.

The URL points at the build made on a 22.04 base (Konsole 24.08.1) so it runs on the oldest supported LTS. A build against 24.04 with current Konsole 26.08 is published alongside it for newer systems, but linking that one directly would fail your 22.04 test since it needs glibc 2.38.

Checked before submitting:

• runs on Ubuntu 22.04 (glibc 2.35), verified in a container
• desktop-file-validate passes
• appstreamcli validate passes, AppStream metainfo is bundled in usr/share/metainfo
• works on X11, and on Wayland
• runs with no network access
• constant URL without a version number, as the readme asks for
