GCJ Compilation and Windows XP

I am able to compile a basic SWT app that is designed to show a splash 
screen image and then launch Mozilla Firebird. It works fine in 
Windows 98 and 2000. Windows 95 needs newer DLLs. But it doesn't work 
in Windows XP.
I can compile in Win2k, and run it on XP. It doesn't do the 
Runtime.getRuntime().exec()
Compiling in the XP installation itself results the same. This is both 
from the java source.
If I compile in XP from the class files, SWT doesn't find the image for 
the splash screen which results in a exception I'm catching.
Its just weird behavior. Is the Runtime.exec() not functioning in XP? 
it feels like it should since it works in 2k.
