You should do a 
 cvs [-z <N> -d ...] co -r gcc-3_1-branch gcc
> and then it remembers that updates/commits should go to the branch,
> not the trunk.

Yes, but changes should be checked in both, unless they're fixes for
the 3.1 only (sometimes necessary later as we get close to a release.)
