Right, I just check out a separate tree like:
cvs co -r gcc-3_1-branch
Then when you're in this directory, updates and commits will go on the 
branch.
It means you have to commit patches twice, once to the branch and once 
to the mainline, but at least new random bugs hopefully won't appear 
while your hacking on the branch.
