The "javax libs" collection should definitely be a separate package, for
all the reasons mentioned: GCJ's libjava is big enough already and
probably should remain a small "core" java library where possible, and
they ought to be useable on other Java environments than just GCJ.
Also, if the javax libs collection is to be as big and comprehensive as
possible, we'd want to avoid the FSF-assignment requirement and be able
to include free but not necessarily GNU implementations of some of the
packages. I think its reasonable to assume that authors of some of the
existing free javax implementations may not want to sign their copyright
over to the FSF.
