Get an idea of the gcj/libgcj status

I seem to have managed to get a working gcj and libgcj from the current
cvs HEADs with the following patch from Anthony Green:

But I was not able to bootstrap that compiler.
I thought that you always had to do a make bootstrap
but after that failed a couple of times I just tried make
and installed the resulting compiler. Which seems to work.
Is not being able to bootstrap the compiler normal for the
current gcc CVS?

We should probably update the build-snapshot.html page.
And there should be an entry in the FAQ for the LANG=en_US.UTF-8
workaround (I got bitten by that one...)
