- Yes most references didn't support the claim (they expresses worry or prediction of Israel becoming a theocracy rather than being theocracy) being made which wasn't also wasn't relevant to the point being made given an example where some aspect of civil law are in the hand of religious authorities. Israel system is legacy of the millet system similar to other countries in the area therefore is natural to consider them together situated in their historical context.
