- I'm pretty sure it should be used when it is confirmed that an IP address is not stable, and after the internet connection is disconnected, the IP address is used by another person. - That's the tricky part. It's either placed by the IP address itself, when there's multiple editors from a company, etc. In other cases, you'd need to refer to the editing style of the IP, and see if it might be shared. However, this is not always correct. So, I guess there is no easy way to do so. If you'd like to welcome IPs and encourage them to create an account, you could try adding {{subst:welcomeIP }} to their talk page though. -down load ׀ sign! 01:38, 6 May 2009 (UTC)
