Inclusion criteria
[edit ]Some other county templates have an inclusion criteria to help determine whether a place is a "major settlement" or not. These criteria should also be applied here. If a place has a population >10k it gets included, whatever its status. Smaller placed are only included where they have a town charter (i.e. excluding small villages). Accordingly, I've deleted the villages of Aspatria (pop 2800) and Harrington (pop 3100) from this template. But I've left in smaller towns like Longtown (pop 3000) and Alston (pop 1100).
