What does "Checked" mean?

At the top right of the article there is a grey padlock preceded by a tick and the word "Checked". The padlock links to an article about the pending protection policy. Presumably the word "Checked" relates to this but nothing actually says so.

If an article claims to be checked, there should be a very clear statement of what this actually means.

This comment would probably be better situated on Wikipedia talk:Protection policy but I'm not allowed to edit it.

Eye problems of Benedict XVI

1) "In September 1991, Ratzinger suffered a ... stroke, which slightly impaired his eyesight temporarily but from which he recovered completely" (footnote 219)

2) Peter Seewald, Benedict's biographer: "he was completely blind in one eye even before his election as pope"

Which information is correct? I read the entire Wikipedia article and at no point does it state that Benedict was blind in one eye.
