Whoever wrote this article, please explain what "using a vowel carrier letter with the appropriate dependent vowel attached" means.

I too am not the author of this article. But the following information could be helpfull: There used to be a time (I think in the 1950s) when the राष्ट्र भाषा प्रचार समिति in India propagated a simplification of the spelling of independent vowels for the Hindi language by joining the dependent vowel signs to अ yielding अि अी अु अू अे अै. This is still used for Rajasthani अे अै. Also in Tibetan syllable initial vowels are written in this way. --OldKnip (talk) 10:25, 15 April 2008 (UTC) [reply ]
